Drawing on photos?

I am trying to communicate with a third part regarding a problem with something and words are not working. I have seen posts on the forum where people have highlighted/circled items in pictures. How do I do that either on iPhone or windows pc?

There's a program called "Snip and Sketch".  It was an update with Microsoft Windows I believe.  I'd do a search on your Windows PC and see if it's there.  It's a great app and I use it every day for work.

I normally use Window's humble Paint program for quick sketching like that.

On the iPhone it’s in the options on every photo and called markup. Extremely handy tool.

I'd second @OoALEJOoO's suggestion of MS Paint. One of the best bits of software to come out of Microsoft as far as I'm concerned. Simple to use and lightweight. Everything else is too complex and bloated. Its about the only thing I miss not having access to on my Linux machine.

And as @OnTheTrail says, Windows now provides a handy snip tool so if the image is on your computer screen its real handy for that. You can even do a delayed screen grab so you can position your mouse pointer pointing at the thing of interest in the screen capture.
