Serrated nuts work by digging into the plastic of the wheel. They are great for softer racing wheels that are disposable but not so great for harder plastic or valuable 'scale' wheels that you intend to reuse.

When I run out of thread to engage into the nylon part I use low profile aluminum flanged locknuts. They can be difficult to find in M4 size. I found a set on eBay years ago, that was intended as propeller nuts for quadcopter drones.
