Identify the part...

Could someone please tell me what the part in the photo is?
It came from Parts Tree B from the Hornet Evo kit, but it had no indication in the instructions on where it goes or what the part is used for.

12mm rear hex.

Pin goes through the drive shaft, the cross part slides over the pin, 12mm hex wheel goes on.

Parts B tree is from the DT02/03, where the Evo shares parts , B3

This is from the hornet evo instructions.

Looks like the B3 part has been replaced by the part marked E3 and a ball bearing.

No, it's just an extra part. That happens quite often in Tamiya kits, that reuse parts of another chassis. The manual shows parts that aren't used in the build.

Hornet uses different wheel axle than DT-02/3. You'd need the DT02/3 axle to use 12mm wheels.

Urm, guessing you might be able to, not Tamiyas intention though, just cheaper to give you a part you don't need, than make new moulds.
