Can anyone recommend a tyre that fits jugg rims suitable for crawling or should i stick with my standard tyres[?]

Also is it a good idea to run tyres with ballast in them[?].

Don't know about the tyres as I run 2.2" tyres on all my trucks.

I do however run lead sheet inside my tyres. I got a huge length of lead flashing that I cut into strips, just wide enough to fit around the wheel between the tyre beads. I then run a length of gaffer tape around it to secure it in place. The lead sheet is about 3mm thick and adds loads of weight low down. Really improves the CoG even if the vehicle is a bit heavier. I've not had any problems with this on my trucks. Extra weight doesn't seem to cause any excesive wear in suspension parts because of the extreme slow speed crawling - I guess it may be a problem in quicker trucks though.
