cells (not prison ones)

I got like maybe 15 'dead' battery packs, but im not sure if all of the cells in them are dead.

The problem is it wont let me charge them to test each cell to see which cell accepted the charge, i have a peak charger and it just one charge them, so what do i have to do to test the cells?

i only have a 4-7 cell charger, so i cant charge 1 at a time, what do i do?[]
