I have an old Tamiya guide book that says:

540s motor: 11000rpm

380s motor: 12800rpm

These seem low, are they true for current spec Mabuchi motors?

Are there any websites that give motor specs?

No, modern stock 540s make 15000-17000 with no load, even for the old 11000 seems to low (more like 13000), maybe under load or with only 6V?

Depending on the age of the guidebook, it's likely they are talking about 6V running. In the 80's, the 7.2V pack was unusual, and only available in the hump-back version as a hopup for certain cars which could take it. Cars of the era of the XR311 etc were designed to run on 6V packs.
