assuming you are painting a clear polycarbonate shell, you will use polycarb paints- You can get a flame effect in several ways:

1) Buy decal set of flames and stick them on the outside after picking a suitable 'main' colour for the shell

2) Use a brushing polycarb paint for the flames first, then spray the rest of the shell.

3) Use masking tape and cut out your flame effect, spray the rest of the shell with the overall colour, remove the masking then spray the now clear 'flame' area with with yellow/ orange/ red paint.

There are other ways inc. airbrush etc, but the above may be the easiest!
