Are the Dyna Storm shocks that much better than the HI Caps? I have been thinking about getting them but one I dont know if they are worth and two I dont know if I shold as they werent meant for the TF family of cars.

Actually, I'd argue that the Hi-Cap shocks (TFE) are better than the Sleeved shocks (DS). Less parts, less air, better seal etc, etc.

There's discussion in this forum on exactly this topic if I remember correctly.

The sleeved dampers are quite good. They can be tricky though. You must make sure the lower seal-cartridges are as tight as you can possibly make them. Otherwise they will back out and shoot all the damper oil onto your suspension. At least the parts stay on the shock shaft, and the entire shock doesn't come apart. I love them on my Dyna Storm, and they don't stick after they've sat for a minute like all 8 of my Hi-Caps do.

PS: The sleeved dampers are trickier to match because you must leave some air inside them. There is no bladder like most shocks. The remaining air is supposed to mix with the oil giving you the finial damping rate.

Also, don't worry if the large O-ring between the top-cap & shock body starts to show cracks after some use. That's just what happens to rubber. They still seal perfectly.
