What is considered optimum chassis height for a competitive off road 4wd buggy? The reason I ask, I is because I know that most modern Tamiya chassis cars sit pretty low, and of course the lower the height the lower the CG. My Terra Scorcher has all modern upgrades, but still sits higher than modern 4wd cars. I am wondering if I need to lower the chassis down for better handling as I have recently found a local race track and would like to start getting involved.

y don't u try it & see? time your laps, faster wins :)

rideheight depends on car & track; low gives better CoG but if the chassis ever drags or bottoms out you'll lose grip/traction

do you have droop or does the car sit at max ride height all the time?

It will sit at max height at rest, but if you push down on it, it will rest a bit less than all the way up. But it still needs softer springs so it doesn't bounce over bumps. I need to get a DF03 spring set.

Well, setting the ride height for a right setup is not just setting the ride height. As WillyChang mentioned you don't want the car dragging over the ground all the time. However, you do want to keep a low centre of gravity. to get both, you need to stiffen up the suspension, but this could decrease the traction on bumpy tracks. Setting up the car is a matter of making the best compromise for the car, the track, conditions and your driving style :)
