It's basically a capacitor that stores some charge which helps at the point you give it 'maximum stick'. As far as I know it's only really racers who get any real benefit from it, and even then I'm sure there are other ways to get a better performance increase...

Basically they are supposed to reduce the voltage drop under hard acceleration, for a fraction of a second, to give a tiny bit more punch out of a slow corner on a track. If you aren't stopping and starting continually they won't even come into use.

Quite a few ESCs come with smaller capacity power capacitors included as their main purpose is to stabilise the voltage which helps the ESCs performance.

Selling them on ebay labelled as "electric nos" hides the fact they are charging £6-8 for a 50p 4700uF 16v capacitor with a label stuck on it.

That's what I was thinking, a big capacitor that delivers 8.4V on full throtle!? :)
Firstly it can't give you any more voltage than you already have in your battery pack, after all it's your battery that charges it up. Secondly it dumps it's power in a fraction of a second, so it's actually emptied by the time you reach full throttle on the stick and will make absolutely no difference to top speed.
