What are "shock socks"?

hi all, saw these in my LHS and im curious, their 1 metre long peices of stretchy fabric. Are they designed to slip over your shocks on like, Savages etc, to keep out muck??

This ones bugging me!

You can use Tubigrip, which is a bandage made for toes and fingers for shock socks - it costs a fraction of the price, you can dye it whatever colour you like, cut it to length and slip it over the springs. When it gets mucky, chuck it away and cut another length. I've had a single pack of this stuff and it's lasted me over a year on 3 cars..
