Technicly spoken I would say no. But usualy there are far more 27Mhz devices in your neigborhood (all childrens play things, babywatch systems etc etc) so usualy you get far more interference with 27Mhz. Trial & error, but chances are that 40Mhz will perform better

Theoretically a lower frequency gives a better receiption (also in FM best reception is closer to 88 then 108Mhz), but in reality as maxHilux said due to more devices using the 27MHz band, it is usually the opposite.
