That's not where you subscribe to Tamiyaclub, that section isn't used.

To subscribe, login to the main site (I've just sent you a password reminder)

Login here;

http://www.tamiyaclub.com/loginjoin.asp

Use your email address and password

Once you're logged in, you'll see a button to click for subscribing;

You'll need Paypal to subscribe, and you'll also need a credit/debit card associated with the account, even if you have sufficient funds to cover the subsctription.

If you don't have a card associated, you can Paypal me and I can pay your subs

A related question:

Do you have to wait until the paid subscription expires before prolonging it? Another, non RC, on-line community that I subscribe to allows you to prolong at any given time. Your paid subscription is then prolonged by a year (that is automatically added to the current subscription end date).

No, it has to expire before renewal, it's all tied in with the paypal payment - that starts the 'timer'
