Help Identify Wheels

Picked these up in a parts lot. I have no idea what they are for. The wide rims are brand new, the narrow rims have been used. Can anyone shed some light on what these are off. Front wheels appear to take a 8mm bearing and the rears a 9mm hex (hard to measure). All the rims are 36mm diameter

They look alot like Williams Honda FW-11M F1s wheels.
