Most action figures aren't scaled, it's a matter of going in to toys r us with a tape measure

Master Race 7.4" - 7.6"

Pygmy 4"

Average Joe 6.8" - 7.2"

The WWF (or whatever they are now) figures are favourite in scalers, although most of them will need a lowerlegectomy as there's no footwell to speak of on the WW shell

Check for hip joints (joints at the hip as opposed to trendy nightclubs) as some figures, like the Army of Two, can't sit down without help from a heat-gun

The original driver's proportions are a little exaggerated so you might not find a perfect fit, I know Willy looks a bit small in the 1/10 bucket seat cellphone holders

I'd agree anything around the 7 inch height should do it. McFarlane sell a huge range of movie, game and tv based figures that maybe a little more realistic in their proportions, although they may lack the articulation of the wrestling figures.

I've also had my eye on the Sam Fisher Splinter Cell figure for my rock crawler but dnot know if I'd have the balls the cut an expensive figure like that in half as soon as I open the packet B)
