Brushless motors....rating question

Folks, when a motor is rated at 4000KV for example, is it the rotor or stator that defines the 4000KV rating?

The reason I ask is I have a few motors that are suspect and am thinking about doing some frankensteining on them as a bit of an experiment.

Hi, mostly stator that defines the rotational speed. Many motors of variable turn values and KV ratings use the very same rotor part to prove the point.
