Epic 27 v Epic 19

So I’ve got a couple of vintage brushed motors.  An epic 27 turn and an epic 19 turn.

Running them unloaded the 27 turn sounds faster and pulls more current than the 19 turn with the same voltage.  The 27 turn armature is noticeably lighter in weight also.

Now I would assume the 19 turn armature would rev more and pull more current. 
Question is what were these motors best suited for ie, high or lower gearing, on or off road?
