In the same after eight new N-3U Tamiya Branded penlight batteries i found this New In Box QD N-3U battery charger. Containing room for 8 penlight batteries. Unfortunately the original 8 Tamiya branded batteries are not included...

As the product name confirms, this charger was used for QD owners to charge their running batteries. Later on the QD series changed to sealed battery packs.
This charger is also mentioned on the packing of the Adspec transmitter as THE for the eight batteries used in your transmitter.

I guess this charger was never sold outside Japan. In Japan quit a lot are up for sale. Even for very low prices. A NIB one however is still rare. If only i had the N-3U batteries.

The 'OCTA' name was later used for Tamiya Brushless electric motors.
